Flexible Benefit Allowance (FBA) and District Benefit Allowance (DBA)
FBA and DBA Allowances - 2019
Benefit Eligible Employees will receive a Flexible Benefit Allowance (FBA) or District Benefit Allowance (DBA) allowance to help offset the cost of their insurance premiums.
Certified Staff - contracted to work 20 hours or more per week:

Enrolled in health insurance, will receive a monthly FBA of $594.90 in 2019 ($594.90 in 2018).

Not enrolled in health insurance, will receive a monthly FBA of $69.71 in 2019 ($69.71 in 2018).
Classified Staff - contracted to work 30 hours or more per week:

Enrolled in health insurance, will receive a monthly FBA of $594.90 in 2019 ($594.90 in 2018.).

Not enrolled in health insurance, will receive a monthly FBA of $189.69 in 2019 ($189.69 in 2018).
Classified Staff - contracted to work 20 - 29 hours per week:

Enrolled in health insurance, will receive a monthly DBA equal to one-half of the employee-only single premium.

Not enrolled in health insurance, will not receive a monthly insurance allowance.
The FBA amount is equal to the HealthChoice High premium rate effective each January 1st. The 2019 HealthChoice High premium rate is $594.90, unchanged from 2018.
The FBA amounts noted above are monthly amounts. If your insurance premium costs are less than the FBA amount you will be paid the difference. If your insurance premium costs are more than the FBA amount the difference will be deducted from your paycheck.
Employees working less than 12 calendar months during the year should carefully consider the premiums that must be paid during the period they are not working. If the FBA amount does not fully cover the cost of all premiums during non-working periods, the employee is responsible for submitting payment for the balance of the premiums, no later than the 20th of the following month. If payment is not made, OMES may cancel the employee’s insurance and the employee will not be able to re-enroll for one year.
